18:09 The Fourth Plenary Session of the 20th Central Committee of the CPC adds General Zhang Shengmin as Vice Chairman of the Central Military Commission of the CPC, replacing He Weidong, who was expelled from the Party and the military together with eight other generals last Friday.

Zhang Shengmin began his career as a grassroots propaganda officer in the former Lanzhou Military Region(now is part of the Western Theater Command), rising to Director of the Political Department of the Second Artillery Corps in 2014.
